Of the seven lakh membership enrollers (previously called “active members”), those who enrol above 50 fresh members each will be eligible to contest to become AICC members and PCC delegates (approximately eight to nine thousand, including the co-opted category of certain office bearers). Over three lakh enrollers are expected to be clearing this eligibility criteria. The membership drive will end on April 15 (except in UP where it is likely to be extended to “make up the time lost” to assembly polls) and is expected to take the Congress membership “well above six crore” finally including over three crore expected in the current drive plus retention of nearly three crore enrolled last time in 2017, according to people involved in the conduct and daily monitoring of the e-membership-drive.
This drive is being overseen by the Madhusudan Mistry-led Central Election Authority in coordination with the Praveen Chakravarty-headed AICC Data Analytical Department through Pradesh Returning Officers (PROs) and party enrollers. The memberships collected in paper format, alongside the e-membership, have been recently decided to be converted into digital formats, it is learnt. How fair and transparent this drive will be, to win the credibility test of the aspiring AICC members and PCC delegates of a party riven by internal rifts, remains to be seen. Rahul Gandhi is learnt to have internally described this e-drive as “the X-Ray of the Congress organisation” even as the organisers insist that the verified digital memberships will get rid of “bogus memberships”. The Congress membership drive and the upcoming organisational polls arouse special interest this time due to the party’s change-seekers’ demand for fair organisational polls, including to the party president’s post and to the CWC.
