NEW DELHI: India on Monday voted against a UNSC draft resolution that attempted to “securitize” climate action and undermine the hard-won consensual agreements in Glasgow, the government said. While China abstained, the resolution — which sought to link climate change with threats to international security and found support from US, UK and France — was vetoed by Russia.
According to a report, the first-of-its-kind resolution was supported by 113 of the UN’s 193 member countries. This included12 of the Council’s15 members.
Explaining the move, India’s permanent representative to UN TS Tirumurti said India was second to none when it came to climate action and climate justice but UNSC was not the place to discuss either issue. “In fact, an attempt to do so appears to be motivated by a desire to evade responsibility in the appropriate forum and divert the world’s attention from an unwillingness to deliver where it counts,” Tirumurti said.
The Indian ambassador said the resolution sent a wrong message to the developing countries that “instead of addressing there concerns and holding developed countries responsible for meeting their commitments under the UNFCCC, we are willing to be divided and sidetracked under guise of security”.
While reaffirming India’s commitment to fight climate change, Tirumurti said India will always support real climate action and serious climate justice. “We will always speak up for the interests of the developing world, including Africa and the Sahel region. And we will do so at the right place, the UNFCCC,” he said.
He also said that developed countries must provide climate finance of $1 trillion at the earliest, saying it was necessary that climate finance was tracked with the same diligence as climate mitigation. “The developed countries have fallen well short of their promises,” he added.
